When designing Collaborations and their respective Component Projects, it is the Foundation's preference that Collaborating Scientists structure Component Projects to involve participants who are already Collaborating Scientists. From time to time, however, a Component Project may require a tool or expertise not already addressed by existing Foundation tools or Collaborating Scientists. In such cases, a Collaboration may wish to involve a non-Collaborating Scientist either at the Collaboration Liaison Application stage or when annual re-funding requests are submitted.
In these cases, the applicable Component Project Application must state clearly why this new non-Collaborating Scientist investigator (which does not include doctoral or post-doctoral trainees and technicians) is needed and is the most suitable scientist to assist the Component Project and the Collaboration. The Foundation strongly recommends that the Collaborating Scientists affiliated with that Collaboration discuss the choice prior to submission of the Component Project Application with his or her collaborators, the Program Director, and the Scientific Officer.
The Foundation will determine whether the non-Collaborating Scientist can participate based on this submission. Added investigators are designated by the Foundation as Sub-Investigators.
